Section 89
Punishment should be proposed before ordering special punishment
If the explanation is not submitted within the period given to submit the explanation as per section 88 before the order of special punishment is given or if the explanation submitted is not satisfactory, then the committee has given a reasonable deadline to ask why the proposed punishment should not be given to such an employee.
